Methodology for identifying AI use cases in public services

Services of general interest make a key contribution to the supply of vital needs, especially in municipal regions. The coronavirus pandemic and other geopolitical events have put the adaptability and availability of municipal services of general interest to the test. Increasing digitalization, in particular the use of innovative key technologies such as artificial intelligence, is broadening the horizons of services of general interest. However, many service providers in municipal services of general interest are facing the challenge of meeting the new requirements.

One of these challenges is the identification of suitable areas of application for AI in public services. Accordingly, the relevance of the use of AI is often known, but it is unclear where and how the effectiveness of processes can be improved. Public services are particularly affected by their limited resources due to their often small and medium-sized companies. In addition, the speed of development in the field of AI means that new solutions are constantly coming onto the market, creating new opportunities.

A methodology for identifying AI use cases is therefore to be developed in order to enable public service companies to make sensible use of AI. On the basis of an SLR, the current status of the use of AI in public services is to be recorded. In addition, useful attributes for classifying and enabling the use of AI (such as existing and used data) are to be researched and collected. Based on this, a tool is then to be developed with which suitable AI use cases can be identified on the basis of a company's starting position.

To this end, this thesis will

  • record the current status of the use of AI in public services on the basis of an SLR,
  • research and collect useful attributes for classifying and enabling the use of AI (e.g. existing and used data),
  • develop a tool based on a company's starting position that can be used to identify suitable AI use cases.

Goal: Tools to identify new AI use cases in public services based on the individual starting position of a company
